Both of the skills drain health/ drain power say their effect scales with the user’s health and power pools.
From the game I can see that increasing the pool increases the health/power gain, but does it also affect the damage done?

It doesn’t, no. Their effect depends on the respective pool, but their damage component is independent. It’s still affected by regular damage boosters, however.
