These are part of the Piecemaker quest and drop from Sinns in specific maps. (outlined by the quest text)

Also keep in mind that you might not be able to access all the maps to get these pieces right away. (e.g. Craven Street - might be locked, if your story progress isn’t that far yet) At that point you should just continue with the main story a little bit and you’ll get there eventually.
